The Senate Committee on Agriculture, Nutrition, and Forestry’s budget reconciliation title delivers critical investments for rural America. Agriculture leaders from across the country are applauding the Senate package.
“I like where we landed. The @SenateAgGOP proposal includes robust farm safety net investments, which I have long advocated. It will work to restore integrity and accountability in SNAP, invest in rural communities, support farmers, and ensure producers nationwide can continue to feed the country. Failure is not an option, so let’s get to work and finish the One Big Beautiful Bill,” said Senator Cindy Hyde-Smith.
“The National Cotton Council applauds the legislative text released by U.S. Senate Committee on Agriculture, Nutrition, and Forestry Chairman John Boozman (R-AR). This budget reconciliation package promotes fiscal responsibility and invests in rural America and America’s farm families,” said National Cotton Council Chairman Patrick Johnson.
“USA Rice applauds Chairman Boozman and his team for their hard work and for including many of USA Rice's Farm Bill priorities in its budget proposal. We are pleased to see the Senate process continuing and retaining these core provisions passed by the House of Representatives last month and look forward to continuing to work with our champions on Capitol Hill to ensure these provisions are included in the final version of the One Big Beautiful Bill Act. It is imperative that these farm safety net provisions are retained and signed into law by the president,” said USA Rice Farmers Chair LG Raun.
“We are pleased to see that Chairman Boozman (R-Ark.) retained increased investment in agricultural trade promotion programs and made additional improvements to the commodity programs, including removing the proposed corn price floor for the Price Loss Coverage program. Though several crucial steps remain in the Senate’s process for completing budget reconciliation, and this is not the process that we would have chosen, we want to recognize the Sente Agriculture Committee leadership for its response to corn growers’ concerns,” said National Corn Growers Association President Kenneth Hartman Jr.
“Sorghum producers rely on practical, effective policy to remain competitive in an increasingly volatile global market. The Senate’s proposal, much like the House version, makes significant steps in the right direction by extending key risk management tools, increasing reference prices and continuing vital investments in conservation initiatives and biofuel programs” said National Sorghum Producers Chair Amy France.
“The Senate Agriculture Committee released a proposal which will reauthorize, in the reconciliation process, vital farm bill programs. Chairman John Boozman (R-AR) has included many improvements to the commodity program safety net such as increasing reference prices and reforming payment limits.
“The proposal also addresses needed investments in market development and export assistance. Neal Stoesser, Chairman of the US Rice Producers Association, would like to thank Chairman Boozman for the inclusion of these much-needed improvements in the reconciliation proposal and would urge support of the proposal. The current rice reference price was enacted in the 2014 Farm Bill utilizing 2012 cost of production data. Increased input costs have driven rice farmers’ breakeven price for producing a crop well above the 2014 reference price. Now is the time to address these needs. USRPA looks forward to continuing to work with and support efforts by Congress to reauthorize and improve the commodity program safety net and export programs that empower farmers to market their crop around the world,” US Rice Producers Association said.
“America’s sugarbeet and sugarcane farmers and workers are proud to produce sugar right here in America. Unfortunately, our family farms and factories are facing immense financial pressures which are making it difficult to continue. Several American sugar processing facilities have permanently closed in recent years resulting in the loss of multi-generational sugarbeet and sugarcane family farms and sugar worker jobs – an urgent signal that the farm safety net needs to be strengthened in order to keep sugar production in America and provide food security for consumers. Since the expiration of the 2018 Farm Bill two years ago, sugarbeet and sugarcane farmers have been pressing Congress to update and improve the farm safety net. We thank Chairman Boozman and his colleagues for including in the reconciliation package necessary updates to the Farm Bill sugar provisions which have received strong, bipartisan support in past Farm Bill deliberations,” American Sugar Alliance said.
“We appreciate the leadership of Chairman John Boozman in ensuring that farmers and ranchers across the country can continue to rely on crop insurance as a key component of the farm safety net. Crop insurance is effective, efficient, and reliable, and we believe that farmers in every region of the country will benefit from the improvements and investments made through this bill. As this process continues, we remain committed to working with the House and Senate to ensure members understand the importance of investments in the Federal Crop Insurance Program,” said the Crop Insurance and Reinsurance Bureau.
“The Crop Insurance Professionals Association, representing the nation’s crop insurance agents, is very grateful for Senate Agriculture Committee Chairman John Boozman’s (R-AR) leadership and hard work in putting the “farm” back in the Farm Bill. The agricultural provisions of the reconciliation package work to strengthen the farm safety net for our hard-working farm and ranch families who are struggling today under very difficult conditions, including depressed prices, high production costs, and severe weather. We strongly support these vital improvements to help our producers weather the current economic storm and to help pave the way for passage of a strong, new bipartisan farm bill,” said Crop Insurance Professionals Association Chairman William Cole.
“The American Association of Crop Insurers (AACI) appreciates the leadership of Chairman John Boozman in ensuring that farmers and ranchers across the country can continue to rely on crop insurance as a key component of the farm safety net. Crop insurance is effective, efficient, and reliable, and we believe that farmers in every region of the country will benefit from the improvements and investments made through this bill. As this process continues, AACI remains committed to ensuring all members of the House and Senate understand the importance of continuing to invest in and improve the Federal Crop Insurance Program,” American Association of Crop Insurers said.
“A successful farm or ranch starts with healthy cattle and as cattle producers face increasing risk of a foreign animal disease outbreak, the need for robust cattle health provisions is even more crucial. Senate Ag Committee Chairman John Boozman knows how important this issue is and NCBA thanks him for working to protect farmers and ranchers from devastating foreign animal diseases. We urge the Senate to quickly pass these provisions so they can become law,” said National Cattlemen’s Beef Association Executive Director of Government Affairs Tanner Beymer.
“America’s 60,000+ pork producers thank Chairman Boozman for fighting to include vital animal health legislation in the reconciliation legislation. During these times of wild uncertainty, we strongly urge the Senate to keep these provisions in the final bill,” National Pork Producers Council President Duane Stateler said.
“TCFA applauds Chairman Boozman for including support for the National Animal Disease Preparedness and Response Program, the National Animal Health Laboratory Network, and the National Animal Vaccine and Veterinary Countermeasures Bank in the Senate Agriculture Committee's portion of the reconciliation bill. These programs are priorities for TCFA and play a pivotal role in safeguarding the U.S. cattle herd from a foreign animal disease. Thanks to the leadership of House Agriculture Committee Chairman GT Thompson, these robust animal health provisions also were included in the House version of the bill passed late last month. TCFA encourages the Senate to promptly pass the bill and send it to President Trump for signature,”said the Texas Cattle Feeders Association.
“The United States Peanut Federation (USPF) is pleased to support the Senate Agriculture Committee’s budget reconciliation text which addresses the current challenging economic times for the U.S. peanut industry. Following the passage of the House Agriculture Committee’s budget legislation, the Senate Agriculture Committee worked diligently to complete their version of the legislation, which includes provisions for our industry’s success. Peanut farmers are struggling financially due to the impacts of rising costs of production and low commodity prices. “There have been two extensions of the 2018 Farm Bill which, due to antiquated data, provides little in the form of a safety net for producers in today’s marketplace. The Senate Agriculture Committee’s bill addresses these outdated farm bill provisions, updates key pieces of the farm safety net, and supports commodity export, research, and marketing efforts. This bill assures that growers, agribusinesses, and rural communities can move forward with confidence in farm policy for the foreseeable future,” said U.S. Peanut Federation Chairman Jamie Brown.
“Peanut growers continue to face challenges as costs of production have long outpaced market prices. Unfortunately, peanut growers have seen no signs of hope for improvement in the 2025 crop nor the 2026 crop year. The U.S. Senate Agriculture Committee’s budget package contains our industry’s top policy priorities. We are thankful for the urgency in releasing this legislative text and are pleased to support the Committee’s bill. We encourage the U.S. Senate to pass the full reconciliation package, including the agriculture Committee’s provisions,” said Georgia Peanut Commission Chairman Joe Boddiford.
“We appreciate Chairman @JohnBoozman’s leadership on behalf of the entire food value chain and look forward to working with him to support meat and poultry production and to ensure livestock and poultry producers have the tools they need to prosper,” said the Meat Institute.
“We are grateful to Chairman Boozman and his staff for advancing these vital investments in specialty crops that the Specialty Crop Farm Bill Alliance has been proposing since 2023.
“Our message today is simple: any Congressional investment in American agriculture must include specialty crops. America’s specialty crop growers confront a host of unprecedented challenges. Rising input costs, limited access to labor, unfair trade practices, disruptions to foreign markets, and natural disasters ranging from flood to drought all impede the competitiveness of these family farms. Nothing short of the survival of our domestic industry is at stake.
“These investments, already passed by the House of Representatives, are a key piece of the puzzle to help America’s specialty crop growers succeed. There is still work to be done though. Senate rules prohibit the inclusion of some innovative policy initiatives we proposed, such as investments in mechanization and automation, and reforms to crop insurance to provide many of our growers with an affordable and effective safety net for the first time.
“We commend the Senate Agriculture Committee for recognizing that our growers domestically produce the safe, nutritious foods that more Americans should be consuming, as well as cultivate the trees, flowers and plants that play a vital role in the nation’s health and wellbeing. We stand ready to work with Congress to enact a comprehensive, bipartisan farm bill that invests in America’s specialty crop growers,” said the Specialty Crop Farm Bill Alliance.
“The 150 member-organizations of the Coalition to Promote U.S. Agricultural Exports applaud the leadership shown by the Senate Agriculture Committee Chairman John Boozman (R-AR) for reinvesting in USDA’s premier export promotion programs. The Senate Agriculture Committee budget reconciliation text includes $285 million in supplemental agricultural trade promotion investment.
“Increased investment in export promotion is critically needed at a time when American agriculture is confronting record trade deficits. The Coalition strongly supports this initiative from the Senate committee that echoes the same call for more funding in H.R. 1, the One Big Beautiful Bill Act, passed by the House in May.
“If enacted, this would be the first increase for these programs in nearly 20 years, and our members look forward to putting the additional support to work for American farmers, ranchers and the American workforce depending on exports,” said the Coalition to Promote U.S. Agriculture Exports.
“This research funding is vital for Florida’s growers, who continue to battle the daily impacts of HLB. Senator Boozman has once again shown that he understands the urgency of this issue and the importance of maintaining a strong domestic citrus industry. We’re grateful for his leadership and that of the entire Senate Agriculture Committee,” said Matt Joyner, CEO of Florida Citrus Mutual.
“From Texas to California to Florida, citrus growers are united in the need for long-term investment in disease mitigation and industry survival,” said Murden. “This funding will support innovative solutions and bring much-needed stability to growers across the country. We appreciate the Senate’s recognition of these challenges,” said President of Texas Citrus Mutual Dale Murden.
“California growers are confronting increasing pest pressures and regulatory costs. The Emergency Citrus Disease Program continuation ensures that science will continue to guide our path forward. We thank Senator Boozman and the Committee for recognizing the important contributions of our citrus growers by providing national research support for a critical domestic industry,” said California Citrus Mutual President and CEO Casey Creamer.
“The provisions supporting specialty crop growers are not merely beneficial – they are essential for the survival and international competitiveness of our family farms and the entire U.S. potato industry. We appreciate Chairman Boozman for demonstrating a clear commitment to improving the challenging economic landscape faced by our nation’s farmers,” said National Potato Council President Ted Tschirky.
“The International Dairy Foods Association (IDFA) appreciates and supports the Senate’s agriculture budget reconciliation outlays for mandatory dairy processing cost-surveys, which provide dairy processors and producers the transparent data to ensure Federal Milk Marketing Orders accurately reflect the costs associated with manufacturing certain dairy products,” International Dairy Foods Association said.
“AmericanHort commends Chairman John Boozman and the Senate Agriculture Committee for their leadership in preserving the specialty crop provisions originally advanced in the House reconciliation bill. While our preference remains the passage of a comprehensive 2025 Farm Bill, we recognize this action as a meaningful step forward and appreciate the Committee’s efforts to uphold key priorities for specialty crop producers.
“Our industry’s most urgent challenges continue to be the availability and cost of labor, but we are encouraged by the continued inclusion of provisions that support specialty crops and specifically acknowledge the importance of the horticulture sector.
“As the legislative process advances, AmericanHort remains committed to working with Chairman Boozman and other congressional leaders to ensure the needs of our industry are addressed,” said Ken Fisher, President and CEO, AmericanHort.
